United States Patent and Trademark Office
The USPTO, under the provisions of the American Inventors Protection Act of 1999, provides a mechanism to receive and publish complaints about invention promoters
(i.e. invention development companies).  They are not empowered to investigate or take any action except to provide a forum for inventors to share information.
